The invention provides a super-early-strength shrinkage-reducing polycarboxylate-type water reducer, which is prepared by initiating a polymerization reaction of monomers in an aqueous solution by an oxidant and a reducing agent at normal and low temperature, and neutralizing by a neutralizing modifier, and the monomers comprise the following components in parts by weight: 20-55 parts of ethylene glycol vinyl polyethylene glycol ether, 10-20 parts of a water reducer, 10-20 parts of a water reducer and 10-20 parts of a water reducer. The polymerization reaction comprises the following components in parts by weight: 20-55 parts of methacrylic acid polyethylene glycol monoester, 2.5-7.5 parts of unsaturated carboxylic acid monomer, 0.1-1.5 parts of unsaturated sulfonic acid or salt thereof and 0.1-0.5 part of silane coupling agent monomer, and a chain transfer agent is also adopted in the polymerization reaction. The water reducer enables concrete to have 1-3-day early strength or super-early-strength shrinkage-reducing and crack-resisting effects, is friendly to the use environment and harmless to human bodies, and has the advantages of micro air entraining capacity, good dispersity and low surface tension.
