The system comprises a master control box and a plurality of single-well control systems, and each single-well control box is connected with a corresponding water pump and a corresponding dewatering well. The master control box is used for determining the number of dewatering wells needing to pump water based on the difference value between the water level of an observation well and a water level control threshold value. The water pumping instruction is sent to single well control boxes corresponding to the first n water pumps in a preset water pump starting sequence list; wherein the preset water pump starting sequence list is determined based on a water pumping and dewatering test, the water pumps are ranked in the preset water pump starting sequence list according to the descending order of the influence degree of unit time on the water level of the observation well, n represents the number of dewatering wells needing water pumping, and n is an integer larger than zero; and each single well control box is used for controlling the water pump to start water pumping after obtaining the water pumping instruction. The precipitation amount and the water level can be accurately controlled, and the precipitation efficiency is improved.
