The invention provides subway rail collecting and replacing equipment and method.The subway rail collecting and replacing equipment comprises a hoisting rail collecting device, a steel rail transportation flatcar and a rail car which are sequentially connected, the rail car is mainly used for dragging the hoisting rail collecting device and the steel rail transportation flatcar to run along a line, and steel rail recycling devices are arranged on the rail transportation flatcar and the hoisting rail collecting device; the lifting rail collecting device comprises a subway flat car, a machine arm installed on the subway flat car through a stand column, a rail used for an electric hoist to operate and a slide wire mechanism used for supplying power to the electric hoist are arranged on the lower portion of the machine arm, and the lifting appliance is connected through the electric hoist and comprises a lifting frame, a pulley block and a transverse moving rail clamping mechanism arranged on the lifting frame. The pulley block is connected with the electric hoist through a steel wire rope, and the transverse moving rail clamping mechanisms are installed at the two ends of the hanging bracket and used for hoisting two steel rails at the same time and transversely moving. According to the method and equipment, the problems existing in an existing method and equipment are solved, the construction efficiency of rail collecting operation is further improved, meanwhile, the equipment can be applied to rail changing construction operation of a railway line, and multiple purposes are achieved through one machine.
