The second fixing plate is arranged opposite to the first fixing plate, and a second lug plate is fixed to the side, away from the fixing plate, of the second fixing plate; the tensioning screw penetrates through the first fixing plate and the second fixing plate and is located on the two sides of the first lug plate and the second lug plate, part of the tensioning screw is exposed out of the first fixing plate to form a first extending section, and the first extending section is in threaded connection with a locking nut; the locking nut is attached to the first fixing plate; the center hole jack is arranged on the first extension section, and the tensioning screw rod is tensioned by driving the center hole jack; and the carbon fiber inhaul cable is fixedly mounted on the first lug plate and the second lug plate.
