The invention relates to a geotechnical blanket and a manufacturing method thereof, and belongs to the technical field of scouring protection of hydraulic structures. The geotechnical surrounding blanket comprises geotechnical cloth which is laid on the seabed surface and arranged on the outer side of a target building in a surrounding mode; the geotechnical cloth is provided with an arrangement area and an edge area arranged on the outer side of the arrangement area. The first concrete block assembly is arranged on the arrangement area and is suitable for changing the flow direction of at least part of water flow flowing to the first concrete block assembly; the second concrete block assembly is arranged in the edge area so that the edge area of the geotechnical cloth can be compacted under the gravity action of the second concrete block assembly; the second concrete block assembly is connected with the first concrete block assembly through a first connecting piece; and the cement paste assembly and the first concrete block assembly are arranged on the two sides of the geotechnical cloth correspondingly, and the cement paste assembly is suitable for increasing the roughness between the first concrete block assembly and the seabed surface. By means of the method, the protection effect and toughness can be improved, and meanwhile the surrounding ecological environment of the hydraulic structure can be improved.
