A foam glass insulation system for an exterior surface of a structure or pipe. The thermal insulation system includes a plurality of segments of foam glass. An adhesive having reduced permeability is provided at the junctions between the individual foam glass segments, and the adhesive is configured to limit ingress of water that may cause corrosion of the substrate.
