The invention discloses a cleaning device and method for attachments on the inner wall of a steel pipe pile. The cleaning device comprises a lengthened steel pipe, a steel wire brush, an upper flange plate, a lower flange plate, a hoisting hole stiffening plate, a flange plate connecting steel pipe and a rotating shaft. The cleaning method comprises the following steps: S1, preparing the cleaning device; s2, lowering a cleaning device; s3, the to-be-cleaned steel pipe pile is cleaned; and S4, discharging attachments. The method has the following advantages: (1) the method can effectively clean pipe wall attachments (laitance and residues) attached in the to-be-cleaned steel pipe pile, so that the slag inclusion condition of concrete in the steel pipe pile is avoided, good combination of the steel pipe pile and the concrete is ensured, and the construction quality of the steel pipe concrete is improved; (2) underwater cleaning operation can be converted into land operation, so that the construction safety risk is reduced, and the construction efficiency is improved; the structure is simple, the construction speed is high, and practicability is high.
