The invention provides a displacement testing device and method for detecting the uplift bearing capacity of an anti-floating anchor. The displacement testing device comprises a to-be-detected anti-floating anchor, at least two auxiliary detection anti-floating anchors, a steel plate assembled by the to-be-detected anti-floating anchor, a steel plate assembled by the auxiliary detection anti-floating anchor and at least two displacement meters. The light steel pipe is fixed on a steel plate for assisting in detecting the assembly of the anti-floating anchor rod; a probe of the displacement meter is in full contact with a steel plate assembled on the anti-floating anchor rod to be detected, and the displacement meter is fixed on the light steel pipe. According to the method, the influence of construction disturbance around the anti-floating anchor rod to be detected on displacement test data is weakened, and meanwhile, due to the uplift phenomenon of a cushion layer or a soil body around the anti-floating anchor rod when the anti-floating anchor rod is subjected to uplift bearing capacity detection, the additional influence of the phenomenon on the displacement test data is avoided. In addition, a plurality of displacement meters can be erected on the same horizontal plane, and the situation that accidental errors serve as final displacement data is prevented.
