The crushing device crushes the cement pavement into cement blocks meeting grading requirements, and the cement blocks can be directly used as a base layer or a subbase layer, so that the construction progress is accelerated, and the engineering cost is greatly reduced; the leveling mechanism enables the crushing device to be well matched with a to-be-crushed pavement, so that the whole pavement is crushed to the bottom at one time, and the efficiency is improved; the two engines work independently and do not interfere with each other, the first engine is closed when the engine is not broken, the second engine provides power needed by walking, hydraulic pressure and the like, fuel is saved, and the defect that a high-power engine is started for a long time is overcome.
