The invention belongs to the technical field of ocean photovoltaic platforms, and relates to an ocean photovoltaic platform settlement installation method and a dismounting and moving method.The ocean photovoltaic platform comprises a truss, a stand column and a suction bucket, the suction bucket is an inverted suction bucket with one open end, and the settlement installation method comprises the steps that firstly, the truss, the stand column, the suction bucket and a water pump are integrally assembled on the land; the marine photovoltaic platform is transported to a specified sea area on the sea, submarine topography and landform are measured and detected, when a transport ship arrives at the installation sea area, the marine photovoltaic platform is lifted by a crane, the whole marine photovoltaic platform is put down to the seabed, a water pump is started to suck water and slurry in each suction bucket at the same time, and the suction buckets sink gradually; and when the ocean photovoltaic platform reaches the designed elevation, the water pump is closed, the exhaust port of the valve is opened, and the water pump is recycled. The offshore construction procedure is only suction barrel penetration, offshore assembly operation is avoided, the construction efficiency is improved, and the construction cost is reduced; the water pump is located above the water surface and is easy to disassemble.
