The invention discloses a full-continuous surface soil stripping and coal mining integrated system and method for an open pit coal mine. The system comprises a stripping and mining integrated machine, a double-belt reversed loader, a transfer system, a dumping plough, a concrete prefabricated arch channel, a crushing station, a coal storage bunker belt and a coal storage bunker. According to the system, surface soil to be stripped and a coal seam to be mined of an open pit coal mine can be synchronously and respectively excavated and transferred to an inner dumping site and a coal storage and transportation system, construction operations such as autonomous walking, navigation, cutting and transferring of full-continuous surface soil stripping and coal mining of the open pit coal mine are synchronously achieved, and green and efficient construction operation of an integrated mining system is achieved.
