The invention relates to a device and a method for repairing poor-quality rock mass in a reservoir water level fluctuation zone. The device comprises a soybean solution storage zone, a carbamide-calcium source mixed solution storage zone and a grouting liquid pre-reaction zone, the soybean solution storage area and the carbamide-calcium source mixed solution storage area are arranged above the grouting liquid pre-reaction area, and the soybean solution storage area and the carbamide-calcium source mixed solution storage area are communicated with the grouting liquid pre-reaction area in parallel; the device further comprises a filling mechanism, and the filling mechanism is used for outwards conveying fluid in the grouting liquid pre-reaction area and injecting the fluid into a rock stratum. According to the technical scheme, the whole grouting process can be regularly controlled by observing the change of the pressure gauge, a cement generated after reaction is good in bonding effect, high in strength and good in durability and impermeability, and a mixed solution of urea and a calcium source and a filtered clear liquid of janapan have good fluidity and can enter the deep part of a crack of an inferior rock mass, so that the fracture of the inferior rock mass is prevented from being damaged. Rock mass cracks are fully repaired, and the strength and stability of the repaired rock mass are enhanced.
