The invention discloses a plugging method for sand gushing and water gushing at an anchor cable of a foundation pit. The plugging method comprises the following steps that 1, a water collecting pit is arranged in the foundation pit; 2, a water drainage pipe is inserted into an anchor cable hole in the water leakage position in the foundation pit; 3, the interior of the foundation pit is blocked; 3.1, soil on the periphery of the anchor cable hole is cleaned; (3.2) the anchor cable hole is blocked in the foundation pit; 4, external plugging of the foundation pit is conducted, specifically, 4.1, the two grouting pipes penetrate through the water drainage pipe; step 4.2, temporarily plugging the water drain pipe penetrating through the grouting pipe; 4.3, grouting is conducted on the outer side of the foundation pit through the two grouting pipes; and 5, cleaning the site. When the anchor cable hole in the foundation pit is plugged, water outside the foundation pit can flow out through the water drainage pipe by arranging the water drainage pipe, then the water pressure outside the water drainage pipe is reduced, and the plugging difficulty of the position of the anchor cable hole is reduced. The water-cement ratio of the cement grout and the grouting ratio of the water glass are limited, so that the initial setting time of the mixed liquid of the cement grout and the water glass is 40S, and the construction efficiency and quality are guaranteed.
