Comprising a positioning cavity installed on a bearing platform and an indicating ring installed on a pier column, the positioning cavity is provided with an inner cavity matched with the shape of the cross section of the pier column, a plurality of laser emitters vertically emitting laser beams upwards are evenly distributed at the position, at the upper end of the positioning cavity, of the inner cavity, and the indicating ring is of an annular structure made of semitransparent materials; a concave-convex matching structure matched with the outer wall of the pier column is arranged on the inner wall of the positioning cavity. According to the device, the laser transmitter is matched with the indicating ring to visually display the position of the pier column, and the connecting sleeve at the lower end of the pier column is aligned with the reinforcing steel bar on the bearing platform.
