The invention discloses a railway non-stop roadbed replacement and filling construction method. The method comprises the following steps that S1, construction preparation is conducted; s2, monitoring equipment on an original closed layer is dismounted, existing signal equipment is changed and moved, and a contact network foundation is protected; s3, construction is conducted on a foundation bed below the track, the space between the lines and the outer side of the track through a step-by-step warehouse-jumping method, and an operation groove is excavated to a waterproof layer; s4, after track falling is completed, the track is finely adjusted, the guide height of the contact net is adjusted, and then the operation groove is poured, filled and caulked; s5, re-installing the monitoring equipment and the signal equipment on the original closed layer; and S6, the transportation channel on the outer side of the road shoulder is dismantled, and the roadbed slope is sealed and subjected to water prevention and drainage. Under the condition that operation of the high-speed rail is not affected, roadbed replacement and filling construction can be conducted, economic losses caused by shutdown of the high-speed rail are avoided, the construction cost can be saved to the maximum extent, operation of the high-speed rail can be maintained conveniently, stability of the excavated rail can be kept, and therefore the construction efficiency is greatly improved.
