The invention discloses a fabricated concrete frame and an assembling method. The fabricated concrete frame comprises a plurality of prefabricated columns and a plurality of prefabricated beams, the prefabricated beams are arranged on the two opposite sides of part of the prefabricated columns, and fabricated joints are formed; a damping system and a tensioning system are arranged between the prefabricated column located at the assembly joint and the two prefabricated beams. The damping system comprises a damper, the damper is pre-embedded in the prefabricated column, the damper comprises a shell, a first plate and a negative poisson ratio damping piece, first rods are connected to the two sides of the first plate in the thickness direction, and a first connecting part is arranged at the end, away from the first plate, of each first rod and connected with the corresponding prefabricated beam. The structure is high in energy dissipation capacity and tensile strength, the bearing capacity of the concrete frame is improved, the earthquake influence on the prefabricated concrete joint is effectively weakened, the service life is prolonged, and the safety performance is improved.
