By arranging the inner pipe and the outer pipe, double concrete layers are constructed and are connected through the communication groove, the stability of the concrete layers of the electric pole is improved, the fracture risk is reduced, the influence of surrounding water on the bottom of the electric pole is reduced while the bottom of the electric pole is reinforced through connection of the inner pipe and the grounding pole, and therefore the service life of the electric pole is prolonged.
