The invention discloses an energy recovery device and a road cleaning vehicle, and the energy recovery device comprises an installation frame which is detachably installed in a dirt box of the road cleaning vehicle; the power generation mechanism comprises a power generator, a transmission shaft connected with an input shaft of the power generator and an impeller mounted on the transmission shaft, the transmission shaft is rotationally mounted on the mounting frame, and the impeller is arranged close to an object outlet of a sewage suction pipe of the road cleaning vehicle; the generator is mounted on the mounting frame and/or detachably mounted in a dirt box of the road cleaning vehicle, and the generator is electrically connected with a battery device of the road cleaning vehicle. According to the energy recovery device, energy wasted when the road cleaning vehicle sucks dirt can be recovered and converted into electric energy to charge the road cleaning vehicle, and the cruising ability of the road cleaning vehicle is improved.
