According to the invention, by introducing the active substance, effective regulation and control of the size and aperture structure of the mineral particles are realized, and the active mineral material is synthesized. The active mineral material can be directly sprayed into cement kiln flue gas, high-concentration oxidation-state mercury and elemental mercury in the flue gas are converted into stable mercury compounds, the stable mercury compounds are removed in a dust remover along with kiln dust, and the kiln dust generated in the process can be directly added into a cement mill, so that the cement mill is environment-friendly. The mercury circulation in the cement kiln is effectively solved while the use of the kiln dust is not influenced, and the efficient fixation of the mercury in the flue gas of the cement kiln is realized. The material has the characteristics of simple and convenient synthesis method, suitability for cooperative capture of polymorphic mercury, high efficiency, wide flue gas temperature window, excellent stability of demercuration products, harmlessness to kiln dust, mature application method and the like in preparation and application, and has a good application prospect in cement kiln flue gas mercury control.
