The construction method comprises the following steps: detecting the amount of cement, finely leveling and compacting a roadbed according to the elevation, arranging at least one vibratory roller and one three-wheel roller on each road section of a construction site so as to compact the construction road section, and watering and maintaining the rolled cement soil. Through preparation of materials, strict selection of soil texture, cement mixing and strict control of roadbed rolling, and scientific maintenance of the finished roadbed, the phenomena of unqualified material quality, unqualified soil texture and unreasonable construction steps are avoided, so that the quality after construction is ensured.
