Comprising baffles arranged on the left side and the right side, an inhaul cable penetrating through the baffles, a cushion block, an anchorage device, a steel pull rod sequentially penetrating through the left baffle and the right baffle, base plates welded to the two ends of the steel pull rod, a steel strand penetrating through the centroid of the steel pull rod, and a second anchorage device used for anchoring the steel strand.
