The unbonded prestressed plate local transformation structure comprises original column bodies, original beam bodies connected between the adjacent original column bodies, original floor slabs connected to the original beam bodies, original inter-beam prestressed tendons connected between the original beam bodies, original lap joint prestressed tendons and original floor slab prestressed tendons which are arranged between the original floor slabs, and to-be-transformed floor slabs arranged on the original floor slabs, wherein the original lap joint prestressed tendons and the original floor slab prestressed tendons are arranged between the original floor slabs; according to the method, through the arrangement of the inspection holes and the chiseled prestressed tendon belts, the original prestressed tendons can be found conveniently, and the tendon arrangement condition of the transformed floor slab is defined; through the arrangement of the cutting first hole, the cutting second hole and the cutting third hole, on one hand, the prestressed tendons can be anchored, and on the other hand, the prestressed tendons can be cut and observed; due to the arrangement of the new prestressed tendons, the stress of a reformed structure formed later can be guaranteed; and the carbon fiber cloth and the reinforcing area are bonded in a combined manner, so that the strength of the improved structure is improved.
