The invention relates to the technical field of high-speed railway bridge design, in particular to a simply supported girder bridge coupling beam device and a simply supported girder bridge comprising the same, the simply supported girder bridge coupling beam device comprises a first connecting assembly and a second connecting assembly which are used for connecting two adjacent simply supported girders, one end of the first connecting assembly is connected with one simply supported girder, and the other end of the first connecting assembly sleeves one end of the second connecting assembly; the other end of the second connecting assembly is connected with the other simply supported beam; a locking device is arranged on the second connecting assembly, and the first connecting assembly is connected with the locking device; the locking device comprises a locking part and a triggering part, the locking part is used for locking the first connecting assembly and the second connecting assembly, the triggering part is used for triggering the locking part, and under the action of an earthquake, the triggering part triggers the locking part to lock the first connecting assembly and the second connecting assembly, so that the relative displacement between the two adjacent simply supported beams is kept unchanged; therefore, the upper track structure of the simply supported girder bridge is protected, and the influence on subsequent train running is avoided.
