The invention relates to an actuator, an electric charging port cover and a vehicle, the actuator comprises a motor, a speed reduction transmission mechanism, a clutch mechanism and an output shaft, the motor is in transmission connection with the clutch mechanism through the speed reduction transmission mechanism, and the clutch mechanism is in transmission connection with the output shaft; when the motor drives the output shaft to rotate, the speed reduction transmission mechanism is dynamically coupled with the output shaft through the clutch mechanism; when the output shaft is driven by external force to rotate, the speed reduction transmission mechanism and the output shaft are decoupled through the clutch mechanism; the clutch mechanism comprises an inner rotating shaft and an outer rotating shaft, the inner rotating shaft is sleeved and fixed on the output shaft, the outer rotating shaft is sleeved on the inner rotating shaft, the outer rotating shaft is in transmission connection with the speed reduction transmission mechanism, and when the output shaft is driven by external force to rotate, the inner rotating shaft can rotate relative to the outer rotating shaft. According to the actuator disclosed by the invention, the charging port cover is allowed to be manually opened or closed under an emergency condition or when a power supply fails, and meanwhile, damage to a speed reduction transmission mechanism and a motor caused by excessive torque borne by the output shaft can be avoided.
