The invention discloses a folding telescopic working device and an excavator. The folding telescopic working device comprises a lower movable arm, a movable arm oil cylinder, an upper movable arm, a bucket rod assembly and a working piece. One end of the lower movable arm is rotationally connected with the bearing piece, and the other end of the lower movable arm is rotationally connected with the upper movable arm; one end of the movable arm oil cylinder is rotationally connected with the lower movable arm, the other end of the movable arm oil cylinder is rotationally connected with the bearing piece, and the connecting point of the movable arm oil cylinder and the bearing piece is located behind the connecting point of the lower movable arm and the bearing piece; the bucket rod assembly is of a telescopic structure, one end of the bucket rod assembly is rotationally connected with the upper movable arm, and the other end of the bucket rod assembly is rotationally connected with the work piece. The lower movable arm is compact in structure, low in gravity center under the driving posture, simple in lower movable arm limiting and beneficial to improving the driving speed and safety of the excavator.
