The method comprises the steps that surveying and setting-out are conducted in a construction area, and the pile positions of all prefabricated pipe piles are determined; water injection is conducted on each pile position, and a wet soil body area is formed; performing rotary excavating in each wet soil body area by using a drilling machine to form a guide hole; the diameter of the guide hole is smaller than that of the wet soil body area and larger than that of the prefabricated pipe pile; soil backfilling is conducted on each guide hole, and a backfilling area is formed; and in each backfill area, a pile driver is used for conducting static pressure piling operation on the prefabricated pipe piles. The construction method is used for construction of the prefabricated pipe pile in the gravel stratum.
