The pressure relief well casing pipe is buried in the foundation slab, and the flow guide pipe is inserted into the pressure relief well casing pipe, penetrates through the foundation cushion layer and extends into the soil body. The temporary sealing plate temporarily seals the upper part of the pressure relief well sleeve to form a closed type basement pressure relief well; the water pumping pipe is inserted into the flow guide pipe and communicated with the drainage pipe through the temporary sealing plate, the drainage pipes of the multiple closed type basement pressure relief wells are connected in series and then externally connected into a basement drainage structure through a water pump, and an active water pumping structure is formed; the drainage pipes are communicated with the pressure relief well casing pipes through the temporary sealing plates, and the drainage pipes of the multiple closed type basement pressure relief wells are externally connected into a basement drainage structure to form a passive drainage structure.
