The invention relates to an insulating concrete sleeper and a preparation method thereof. The insulating concrete sleeper comprises the following raw materials in parts by weight: 10-30 parts of special cement; 20 to 40 parts of sand; 35 to 55 parts of stone; 3 to 10 parts of drinking water; 0.1 to 3 parts of a water reducing agent; 0-1 part of cellulose ether; 0.01 to 10 parts of an insulation modifier; 0-5 parts of a defoaming agent; 0 to 5 parts of a retarder; and 0.3 to 10 parts of reinforcing ribs. The concrete sleeper is good in insulativity and can meet the insulation requirement of the concrete sleeper under the long-term soaking condition.
