According to the invention, monitored data are fed back to the operation end of a worker through the central control device, so that the worker can be connected to the current water surface height in real time, and the lifting of the mother gate plate is controlled through the central control device according to the current water surface height; if a worker cannot monitor data in real time, a water level height threshold value can be set in a central control device in advance, and if the water level height exceeds the threshold value, a motor can be automatically started through the central control device to enable a transmission bevel gear to drive a threaded rod to rotate, so that a mother flashboard and a son flashboard intercept the water level in a gate frame; and therefore, the practicability of the device in the actual use process is improved.
