The invention discloses an offshore wind power single-pile foundation composite protection device which comprises a single-pile foundation anti-scouring reinforcing assembly, a tidal range zone, a splash zone and a protection assembly of the outer wall of a sea water and atmosphere junction zone foundation. The reinforcing component and the protection assembly comprise a protection shell arranged on the periphery of the single-pile foundation in the tidal range area and scraping pieces arranged on the periphery of the single-pile foundation in the splash area and the ocean atmosphere area. The upper end face of the protective shell is connected with the scraping part through a support, a plurality of first driving parts and second driving parts are arranged on the support, the first driving parts provide power support for the scraping part, and the second driving parts provide power support for the protective shell. The composite protection device not only can reinforce the bottom of the pile foundation, but also can improve the anti-scouring performance of silt around the pile and improve the bearing stability of the pile foundation, meanwhile, the periphery of the single pile foundation in a tidal range zone, a splash zone and a marine atmosphere zone is protected, the anti-corrosion performance of the single pile foundation is improved, and the service life of the single pile foundation is prolonged.
