The movable array parking garage comprises a bottom parking layer and a movable array, at least one middle parking layer; the double-moving parking unit is arranged on the bottom parking layer and/or the middle parking layer, the double-moving parking unit comprises more than two rows of parking spaces, a first-type neutral area and/or a second-type neutral area, the more than two rows of parking spaces are arranged in at least one first-type direction, and the second-type neutral area is arranged in at least one second-type direction. Each row of parking spaces comprises X parking spaces arranged along at least one second type direction, X is greater than or equal to 2, the number of the parking spaces included in each row of parking spaces is the same or different, at least one part of the parking spaces in at least one part of the rows of parking spaces is on-plate parking spaces formed by one or more than two mobile vehicle-carrying plates; and at least one charging part, wherein the charging part is used for charging the vehicle parked on the parking space. The invention further provides a building.
