The preparation method comprises the following steps: step 1, weighing raw materials; the raw materials comprise aggregate, mineral powder, a high-viscosity modifier and matrix asphalt; step 2, heating the aggregate to form a hot aggregate, placing the hot aggregate in a mixing pot, and adding the high-viscosity modifier into the mixing pot for dry mixing; and step 3, heating the matrix asphalt, adding the matrix asphalt into the mixing pot in the step 2, stirring and mixing, then adding the mineral powder, and continuously mixing for a period of time to form the dry-process high-viscosity modified asphalt mixture. The dry-process high-viscosity modified asphalt mixture disclosed by the invention is simple in preparation process and stable in product performance.
