The pressing ring sleeves the stand column, is in sliding fit with the stand column and is located between the top plate and the base; the top plate is connected with the pressing ring through a spring; the positioning rod is connected with the base through a horizontally-arranged first rotating shaft, and the positioning rod is obliquely arranged downwards from the position close to the center of the stand column to the position away from the center of the stand column; the upper end of the positioning rod abuts against and is movably matched with the bottom of the pressing ring. The lower end of the positioning rod is located below the base and used for abutting against the inner wall of the upper end of the steel pipe. The centers of the first rotating shafts connected with the positioning rods are equal in elevation and are equal in distance from the axis L of the stand column. When the center of the upper surface of the circular level bubble coincides with the corresponding auxiliary mark and the circular level bubble indicates to be horizontal, the center of the top of the steel pipe is located at the designed theoretical position, and the steel pipe is vertical.
