The invention relates to the technical field of road engineering, and discloses a silty clay composite curing agent and a silty clay curing method, the silty clay composite curing agent comprises the following substance components by mass: 1.5-3 parts of calcium oxide; 1.5 to 3 parts of sodium silicate; 1.5 to 3 parts of sodium tripolyphosphate; 1-2 parts of calcium fluoride; and 0.5-1 part of calcium chloride. The shaping index of the powdery clay is not greater than 12; in the silty clay, the mass of particles with the particle size larger than 0.075 mm does not exceed 60% of the total mass of the silty clay. Compared with the prior art, the silty clay composite curing agent can greatly improve the curing strength and water stability of silty clay, and has good popularization and application value.
