The invention discloses a titanium extraction tailing based full tailing filling cementing material and a preparation method thereof, the titanium extraction tailing based full tailing filling cementing material comprises 50 wt%-65 wt% of titanium extraction tailings, 18 wt%-25 wt% of titanium gypsum, 5 wt%-20 wt% of cement, 3 wt%-10 wt% of lime and 1 wt%-3 wt% of a modifier; wherein the modifier is formed by compounding sodium sulfate, copperas and sodium metaaluminate. The titanium gypsum, the cement and the lime are combined and utilized, and a small amount of modified materials are supplemented, so that the problem of resource utilization of titanium extraction tailings and titanium gypsum solid waste treatment is solved, and the titanium extraction tailing-based full-tailing filling cementing material which is high in early strength, good in filling body stability, good in chlorine fixing effect, good in flowing property and simple and feasible in processing technology is prepared.
