The invention relates to the technical field of coatings, in particular to an inorganic outer wall noctilucent mark coating, a preparation device and application. Comprising the following materials: water, cellulose, a pH regulator, a defoaming agent, a wetting agent, a dispersing agent, ethylene glycol, a coalescing agent, titanium dioxide, noctilucent powder, heavy calcium carbonate, modified inorganic resin, a water repellent, a bactericide, an alkali swelling thickener, a polyurethane thickener and an organic-inorganic hybrid emulsion. By adopting the noctilucent powder which is large in density and unique in structure, light energy is stored, and after light irradiation is stopped, the light energy is slowly released in a fluorescent mode; 2, the organic-inorganic hybrid emulsion is relatively large in dosage, so that a coating film is relatively smooth and compact, and the reflection function can be assisted and enhanced; and thirdly, the superfine heavy calcium carbonate forms a relatively flat and dense coating film which is beneficial to assisting in reflecting infrared rays.
