Comprising a rotating plate and a fixing device, and a slope is arranged on the front portion of the rotating plate; pull rods are arranged on two sides of the front portion of the fixing plate, the other ends of the pull rods are hinged to a rotating plate, and the rear portion of the rotating plate corresponds to the front wall of the fixing plate. A driving device is arranged on the fixing device and connected with the rotating plate to drive the rotating plate to rotate and stand up; the fixing device is provided with a sealing strip, and the rotating plate is sealed with the fixing device through the sealing strip when rotating and standing up. Cost is low, installation and maintenance are convenient, and existing underground passages and pavement facilities do not need to be damaged; the rotating plate is connected with the fixing device through the pull rod and the telescopic assembly in a non-rigid mode, the sealing performance can be improved, and damage to the device due to vibration generated when a vehicle passes can be avoided; the device is convenient to use, and the working efficiency is improved.
