The method comprises the following steps: step 1, preparing a filling curve, step 2, fixing a zirconium-niobium alloy implant needing to be treated on a fixed moving platform through a clamp, and then introducing the filling curve and path obtained in the step 1 into an upper computer, and step 3, in a specific atmosphere box, carrying out multiple times of remelting scanning on a zirconium-niobium alloy sample piece by using laser. In the in-situ remelting process of the zirconium-niobium alloy surface each time, laser working parameters and atmosphere field atmosphere parameters in the forming process are changed, and integrated manufacturing of the space gradient distribution ceramic layer is achieved.
