The structure comprises a concrete pavement structure; the concrete pavement structure comprises an upper surface layer, a middle surface layer and a lower surface layer which are sequentially arranged from top to bottom; an electromagnetic induction heating material is arranged in the upper surface layer; an electromagnetic heating coil is arranged in the middle surface layer; a magnetic conductive layer is arranged between the middle surface layer and the lower surface layer, and ferrite is contained in the magnetic conductive layer; the novel highway pavement electromagnetic heating structure is simple in construction, clean and efficient, the pavement can be heated, active deicing of the road is achieved, and a new solution is provided for treatment of frozen road sections.
