The invention discloses an anti-freezing control device for a user section pipeline and a water meter. The anti-freezing control device mainly comprises a temperature sensing controller, an electromagnetic three-way valve and a spherical suction and exhaust valve, one end of the user section pipeline is connected with a second interface of the electromagnetic three-way valve, a first interface of the electromagnetic three-way valve is connected with a municipal water supply pipe network, a third interface of the electromagnetic three-way valve is connected with a catch basin through a water pipe, the other end of the user section pipeline is connected to a water appliance, and a water meter and a spherical suction and exhaust valve are additionally arranged on the user section pipeline; and the temperature sensing controller is connected with a power supply, and is connected with the electromagnetic three-way valve (24V) after being specially changed. According to the technology, the environment temperature is detected in real time through the temperature sensing part in the temperature sensing controller, and then the electromagnetic three-way valve is controlled to switch the water flow direction through the self-control part of the temperature sensing controller, so that water inflow and water drainage of the user section pipeline can be effectively controlled, and negative effects caused by freezing and no water in the user section pipeline and water meter explosion are prevented.
