The invention discloses a high-performance steel slag cold-mixed and cold-laid wearing layer material and a preparation method thereof. The wearing layer material comprises mineral aggregate, waterborne epoxy modified emulsified asphalt, cement, sodium tripolyphosphate and water in a weight ratio of 100: (8-14): (2-4): (3-5): (5-12). The mineral aggregate comprises steel slag aggregate, diabase aggregate and limestone mineral powder, and the waterborne epoxy modified emulsified asphalt comprises cationic emulsified asphalt, methyl cellulose, SBR styrene-butadiene latex, waterborne epoxy resin emulsion and a curing agent; the preparation method comprises the following steps: sequentially adding the steel slag aggregate, the diabase aggregate, the limestone mineral powder, the sodium tripolyphosphate, the cement and the water into a mixing basin at normal temperature, and uniformly stirring; compared with a conventional cold-mixing preventive maintenance technology, the high-performance steel slag cold-mixing and cold-paving wearing layer material has the advantages of being high in binding power and good in skid resistance and durability, meanwhile, high-valued and large-scale utilization of the steel slag solid waste can be achieved, and the high-performance steel slag cold-mixing and cold-paving wearing layer material is obtained.
