The invention provides an ardealite-based waste incineration fly ash composite cementing material as well as a preparation method and application thereof, and belongs to the fields of comprehensive utilization of ardealite and waste incineration fly ash and building materials. The invention provides a phosphogypsum-based waste incineration fly ash composite cementing material. The phosphogypsum-based waste incineration fly ash composite cementing material is prepared from the following raw materials in parts by mass: 70-90 parts of phosphogypsum, 5-20 parts of waste incineration fly ash, 4-13 parts of blast furnace slag powder, 2-9 parts of ash calcium powder, 1.2-2.3 parts of a heavy metal chelating agent, 0.5-2 parts of an alkali activator, 0.2-0.6 part of a water reducing agent and 5-13 parts of water. The phosphogypsum is used as a main base material and cooperates with the waste incineration fly ash, the blast furnace slag powder and the ash calcium powder to prepare the composite cementing material, the construction cost can be remarkably reduced, the performance of the phosphogypsum is improved, meanwhile, the problems that solid waste occupies land, pollutes the environment and wastes resources are solved, and therefore huge economic and environment-friendly benefits are brought.
