The invention discloses an oil wharf underwater pile foundation construction process which comprises the following steps: step 1, steel pile casing sinking: a guide frame is manufactured, the guide frame adopts an upper frame body and a lower frame body, the frame bodies are connected through a vertical rod piece, a fixed rod piece is mounted on the lower frame body, and an inclined strut is connected between the fixed rod piece and the upper frame body; the guide frame is fixed; hoisting the steel casing into a gathering opening, ensuring that the plane center of the steel casing is consistent with the center of the guide frame, observing and adjusting the perpendicularity of the steel casing, lowering the steel casing to a seabed, hoisting the steel casing to be driven, installing the steel casing to a top opening of the steel casing, hoisting an impact hammer, sleeving the steel casing into an upper opening of the driven, measuring and rechecking the position and the perpendicularity, and then sinking the steel casing; 2, drilling is conducted; step 3, finishing the hole and cleaning the hole; step 4, processing and transporting the reinforcement cage: processing the reinforcement cage in sections, transporting the reinforcement cage to a construction site, and hoisting the reinforcement cage into the pile hole; and 5, concrete pouring is conducted. The steel casing welding tool can guarantee the installation perpendicularity of the steel casing and guarantee the welding quality of the steel casing.
