The invention relates to the technical field of pavement maintenance, and discloses a highway asphalt pavement maintenance device which comprises a stirring tank, a stirring shaft, a plurality of stirring rods, a scraping plate, a shear fork type connecting rod mechanism, a linear moving mechanism, a plurality of moving rods, a plurality of sliding blocks and a sliding groove. The multiple stirring rods are arranged on the stirring shaft in a sliding and sleeving mode, the shear fork type connecting rod mechanism is arranged among the multiple stirring rods and comprises multiple sets of connecting rods arranged in an X shape, the two connecting rods in each set of connecting rod assembly are hinged through a first pin shaft, and the first pin shafts are fixed to the middles of the side walls of the stirring rods. The head and tail ends of two adjacent groups of connecting rods are hinged through a second pin shaft, and the linear moving mechanism is arranged on the side wall of the stirring shaft; according to the cleaning and stirring device, the contact and separation process of the scraping plate and the stirring inner wall can be controlled according to the cleaning and stirring requirements, and the scraping plate can be in contact with the stirring inner wall only during cleaning, so that the abrasion of the scraping plate can be reduced.
