The invention provides a road speed reducing device. The road speed reducing device comprises a speed reducing part, a connecting piece and a base. The deceleration part comprises an elastic body; the connecting piece is used for being connected with the elastic body; the base is arranged on a road and used for fixing the connecting piece to the road. According to the speed reducer, vigilance and psychological deterrence can be brought to a driver through the striking fluorescent coating, so that the driver quickly slows down, and the road speed reduction effect is improved; due to the fact that the speed reduction part of the speed reduction device is made of the flexible material, if the vehicle is not decelerated in time and collides with the speed reduction part of the speed reduction device, the speed reduction part of the speed reduction device can automatically swing and return to the original position, damage to the vehicle and personnel is avoided, and then driving comfort and safety are improved. If the speed reducing part of the speed reducing device is damaged and replaced, the speed reducing part can be directly taken away, and the base is not processed, so that the production cost, the installation cost and the maintenance cost of the speed reducing device are remarkably reduced.
