The abandoned mine reservoir can be used as the upper reservoir or the lower reservoir of the pumped storage power station, so that the reservoir does not need to be excavated again, the construction time of the dam-free pumped storage power station can be effectively shortened, and the dam-free pumped storage power station can be constructed by calculating the power evaluation value, setting the power evaluation threshold value and comparing the circuit evaluation value with the power evaluation threshold value. Therefore, daily power evaluation can be well carried out, alarm processing can be carried out when the planned generating capacity is not reached, and in the power load trough period, the water pumping amount in the trough period and the power generation plan of the next day are planned.
