The invention discloses a low-carbon cement clinker, which is mainly composed of the following mineral components: 40 to 60 wt% of C7MS4, 30 to 50 wt% of beta-C2S, and 2 to 5 wt% of a chemical component MgO. According to the invention, high-content C7MS4 is introduced into low-carbon cement clinker minerals for the first time, so that the defects that the carbonization rate of beta-C2S is too high, and carbonization inside and outside a product is not uniform are effectively improved; the activity of C7MS4 is improved by modulating the content of MgO, and the carbon sequestration effect can be effectively guaranteed; particularly, high carbonization strength can be achieved under the industrial tail gas carbonization conditions of low CO2 concentration and low air pressure, the required carbonization time is short, and good carbonization condition adaptability is achieved; the preparation method is simple, convenient to operate and suitable for popularization and application.
