Stripping materials of a strip mine and a wide site of the dump are utilized to construct a freeze-thaw cycle desalination system, and the freeze-thaw cycle desalination system is divided into a plurality of freeze-thaw sub-pools to improve the treatment capacity and arrangement flexibility of the system; the cold weather condition in winter in the northern area is fully utilized, high-salinity water is changed into ice with low salinity and water with high salinity, and the ice is further melted into fresh water through waste heat of a mining area or seasonal temperature rise. According to the invention, high-salinity water quality utilization is realized by utilizing a natural freezing and thawing cycle process, chemical reagents and special equipment do not need to be added, the adaptability to water quality is high, the technical difficulty is low, the investment is small, and the operation cost is low; the large-scale freezing and thawing pond is built by using the strip mine dump, so that the capacity is high, the efficiency is high, the occupied area does not need to be newly increased, and the influence on the ecological environment of a mining area is small.
