The full-permeable water-permeable pavement structure comprises a soil base layer, a base layer and a surface layer which are sequentially arranged from bottom to top, and the surface layer is prepared from the following raw materials in parts by weight: 145-155 parts of aggregate; 40 to 60 parts of cement paste; 0.75 to 1.1 parts of a water permeable reinforcing agent; 0.3 to 0.45 part of a water reducing agent and 0.13 to 0.43 part of imitation steel fiber; the cement paste comprises cement and water in a weight ratio of (98-102): (29.6-35.3); the aggregate comprises natural aggregate and recycled brick aggregate in a weight ratio of (6-10): (1.5-3). The product can be used for road construction, has the effect of enabling water resources to permeate and accumulate naturally, and can effectively relieve urban waterlogging and relieve the heat island effect.
