The invention provides a tower footing reinforcing device and a transmission tower device, and the tower footing reinforcing device comprises a foundation reinforcing mechanism which is used for being matched with a tower footing; the external expansion reinforcing mechanism is movably connected with the foundation reinforcing mechanism, and the distance between the external expansion reinforcing mechanism and the foundation reinforcing mechanism is adjustable; wherein the foundation reinforcing mechanism and the external expansion reinforcing mechanism are jointly used for reinforcing the tower footing. In the application, the external expansion reinforcing mechanism and the foundation reinforcing mechanism are jointly used for reinforcing the tower footing, and the distance between the external expansion reinforcing mechanism and the foundation reinforcing mechanism can be adjusted, so that the reinforcing and supporting range of the external expansion reinforcing mechanism can be adjusted.
